When the Henry J. Kaiser Family Foundation asked voters to rate provisions in the Affordable Care Act last spring, the results were surprising. Overall support for all the provisions but one was well above 50 percent. For example, 80 percent of voters approved of extending the ability of parents to cover children in their twenties — even 76 percent of Republicans supported this provision.
The only provision that failed to garner support was the Republicans’ own individual mandate, which was developed by the Heritage Foundation, a GOP think tank, in the 1980s and first implemented by Mitt Romney when he was governor of Massachusetts. Just 35 percent of all respondents supported the Heritage mandate, and just 16 percent of Republicans approved of their own party’s brainchild.
