On a scale of zero to 10 — with zero being no chance at all — Republican Insiders were the most pessimistic about the likelihood that the government will shut down over the weekend, with 53% putting the odds at 7 or greater, while 49% of the Democratic Insiders rated the chances that high, according to the National Journal Political Insiders poll.
