Disability-discrimination charges are expected to be filed with the U.S. government in 2011, a 42% increase since 2009, when a law signed by President George W. Bush broadened the definition of disability. Under the revision of the Americans with Disabilities Act, nearly everyone with any form of mental or physical impairment is considered disabled.
