GOP House Proposes $5,000 Fee in Order to Protest Against Drilling

Fee proposed by Republicans in the House of Representatives to be imposed on protesters opposed to drilling for oil and other energy sources. The fee is part of the Federal Lands and Energy Security Act, which also includes a negative option that would enable energy companies to start drilling on public land 60 days after submitting an application, if the Department of Interior fails to issue a permit.
